TRAINING ON THE TOPIC “INNOVATION IN THE PUBLIC SECTOR: SETTING AGENDA FOR ACTION” OF THE “PUBLIC ADMINISTRATION” MODULE, DEVELOPED AS PART OF THE MASTER’S PROGRAM IN PUBLIC ADMINISTRATION FOR THE ACADEMY OF CIVIL SERVICE UNDER THE PRESIDENT OF TURKMENISTAN
Ashgabat, 18.01.2020. The European Union funded project “Support for Public Administration Capacity Building in Turkmenistan” conducted training with the participation of the project international expert Dr. Annika Jaansoo in the Academy of Civil Service under the President of Turkmenistan (AoCS). The training was organized within the framework of the activities implemented by the project to enhance the institutional and training capacities of the lecturers and students of the AoCS.
During the training, the expert spoke about the innovations achieved in the Netherlands as well as in the world. Dr. Jaansoo presented some examples of participatory budgeting, advantages and disadvantages of the process as well as Welcome Centers of the Municipality and Rubbish collection underground systems. These innovative ideas raised great interest among the participants. Discussion continued with familiarizing the participants with the “e-Estonia”. The Republic of Estonia is considered one of the digitally advanced counties in the world. In this regard, the expert emphasized “Innovation is not something unprecedented, expensive or big, innovation starts from small positive innovative changes in regular life”.
The training was considered by the participants very actual which from one side introduced an important topic to the participants and from the other side complemented the national activities implemented to support the digitalization of Turkmenistan.
