SEVENTH MEETING OF THE WORKING GROUP ON THE DEVELOPMENT OF MASTER’S DEGREE PROGRAM IN PUBLIC ADMINISTRATION

Ashgabat, 14.02.2020. The seventh meeting of the project Working Group (WG) on the development of a Master’s degree program in Public Administration (MPA) for the Academy of Civil Service under the President of Turkmenistan (AoCS) was conducted in the meeting hall of the Yildyz hotel. The meeting was conducted to discuss the achieved results for the reporting period and further planned activities.

The event was organized within the framework of the European Union funded project “Support for Public Administration Capacity Building in Turkmenistan” with the participation of the regular WG members, the project international expert Mr. Axel Koetz, representative of the EU Delegation to Turkmenistan Mr. Ilya Ikonnikov, and other project experts.

The project team leader Mr. Folkert Milch spoke about the MPA program implementation and pointed each discipline separately where the respective WG members and junior experts reported about the status of each module and further planned activities for the successful finalization of the task.

The meeting was continued with the presentation of Ms. Maisa Mamiyeva, the junior expert of the project. She introduced the draft module on Analyses of State Policy, including Impact Assessment of Governmental Programs, which was developed with the project international expert Mr. Pavel Ivanov. Ms. Mamiyeva spoke about the subject, thematic plan of the course, planned process of the lecture, and shared with the participants some examples of interactive group tasks like building a problem tree on a particular topic.

Mr. Vekil Vekilov also introduced the newly developed module “Civil Law”. Mr. Vekilov explained about the course in general, the expected results of the course, competences which the course will develop in students, the format of the lesson and teaching methods, course content, and grading policy. During the active open discussion session, the experts and WG members exchanged ideas and suggestions for improving and speeding-up the MPA program development process. The event contributes to Project Result 1, Institutional development: Enhance institutional and coordination capacities of the AoCS.
