Fourth Meeting of the Project Working Group on Development of Master’s Degree Program in Public Administration

Ashgabat, 18 June 2019. The Fourth meeting of the Project Working Group (WG) on Development of Master’s Degree Program in Public Administration for the Academy of Civil Service under the President of Turkmenistan (AoCS) was conducted in the Business Center Paytagt.

The regular meeting was organized by the EU funded project “Support for Public Administration Capacity Building in Turkmenistan” to discuss the achieved progress and planned WG activities. The reporting period covered the WG results achieved after the third WG meeting.

The Project Team Leader Mr. Folkert Milch presented the slightly revised structure of the MPA program.  Revised structure included updated list of disciplines/modules and reallocation of credits.  The WG members – lecturers from AoCS and other stakeholders as well as project senior experts, who are responsible for development of syllabuses, were indicated in the MPA program structure.  In addition to them, involvement of assistants – project junior experts, was also foreseen for some of the selected modules. As per the structure the status of development of each module was clearly illustrated, which showed that some modules were very close to completion and that there are some modules still subject to be elaborated.  It also indicated lack of responsible lecturers for some modules.  

The revised structure of the MPA program was discussed by the WG members.  Proposals for nomination of AoCS lecturers for development of some missing modules were also made and supported by the WG members. 

It was agreed that the project will involve more experts for assisting in elaboration of the planned modules in order to speed up the process of development and implementation of the MPA program for AoCS.

The WG member – a representative of the Ministry of Education of Turkmenistan thanked the project for the introduced structure of the MPA program saying: “A very well-developed structure – a potential MPA program for Turkmenistan”. 

The WG meeting concluded agreeing to finalize development of modules to the next meeting of the WG and prepare the MPA program for piloting in AoCS next academic year.
