PUBLIC FINANCE – BUDGET PRINCIPLES

Ashgabat, 17.02.2020. The European Union funded project “Support for Public Administration Capacity Building in Turkmenistan” organized a lecture for the lecturers and listeners of the Academy of Civil Service under the President of Turkmenistan (AoCS). The lecture was delivered by the international expert of the project Dr. Axel Koetz to introduce Economics Part of the Master’s Curricula: Public Finance – Budget Principles to the participants.

The lecture on Budget Principles, which is a topic of the Public Finance module, was conducted for the AoCS listeners specializing in Economics. The aim of the lecture was to identify the intelligibility, assimilability as well as the importance of the topic to the future students of the Master’s degree program in Public Administration (MPA).

Dr. Koetz presented the Budgeting, Main Functions and Elements of the State Budget, Classical Budget Principles, Budget Principles, Construction of the Budget, the Budget Cube, the Budget Cycle, and shared sample German State Budget. During the lecture, the expert held an interesting conversation with the participants using different questions and relevant examples about Periodicity of the Budget, Alternative Approaches to Budget Making, Cameralism and extended Cameralism, New Public Management, Performance Budgeting, Specific Expenditure Decision Making, Executing the budget, Expenditure Control and Auditing of Budget Execution.

At the end of the interactive lecture, Dr. Koetz asked the opinion of the participants about the suitability of the topic to the future MPA program syllabus and received a positive response from the audience.
