The sixth meeting of the Working Group (WG) on the Development of Master’s Degree Program (MPA) in Public Administration for the Academy of Civil Service under the President of Turkmenistan (AoCS) was conducted on 7 December 2019 in the Gala cultural center. The meeting was organized by the EU-funded project “Support for Public Administration Capacity Building in Turkmenistan” to discuss the project achievements in the development of the MPA program during the reporting period September-December 2019.

Participants of the WG meeting were international experts of the project Mr. Axel Koetz, Mr. Pavel Ivanov, and Mr. Todor Tanev, representative of the EU Delegation to Turkmenistan Mr. Ilya Ikonnikov, representatives of AoCS, Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, International University for the Humanities and Development, Turkmen State University named after Magtymguly and other project experts.

The project team leader Mr. Folkert Milch reported about the achievements of the project, planned activities for the next reporting period, and preliminary preparations for piloting the elaborated modules of the MPA program in the AoCS from January 2020.

During the meeting, Mr. Todor Tanev introduced the Strategic Management module. He spoke about the importance and difficulty of teaching the strategy, challenges in teaching strategic planning and management, educational goals for the subject of strategic planning.

Mr. Pavel Ivanov presented the module on Analysis of State Policy and Impact Assessment of governmental programs and legislation and explained about the purpose of the course.

Mr. Axel Koetz introduced the participants with the updates in relation to the development of the Public Finance part of the Economic module and made an overview of the syllabus.

Regular meetings of the WG members and the project experts facilitate the tasks of the lectures in development and updating the respective modules of the future MPA program for AoCS.
