Ashgabat, 1 November 2019. The President of TurkmenistanGurbanguly Berdimuhamedov held regular video conference session of the Cabinet of Ministers where current issues of the state life had been considered. During the conference, the National Leader proposed to introduce new directions of specialization including a master’s degree program for strengthening the educational potential of the Academy of Civil Service under the President of Turkmenistan.
This statement of our highly Esteemed President is directly related to activities implemented under the Component 1 of the European Union funded project “Support for Public Administration Capacity Building in Turkmenistan” aimed at enhancing institutional and coordination capacities of the Academy of Civil Service under the President of Turkmenistan.
As a result of conducted Training Needs Analysis with the participation of the project international experts the need for development and implementation of a master’s degree program in Public Administration (MPA) for the Academy of Civil Service under the President of Turkmenistan was identified. Accordingly, a working group consisting of project experts, lecturers, and professors from the Academy of Civil Service under the President of Turkmenistan and other stakeholders was created. With the assistance of the project experts, the group developed a draft structure of the MPA program in Public Administration. A series of workshops on the development of specific modules of the MPA program in public administration were conducted with the participation of the project international experts. The draft MPA program consists of 14 core courses and 3 electives. The final versions of the developed MPA program modules will be presented for piloting from the next year on.
The introduction of new modern training programs enables the project to achieve its objective to modernize, in line with international and European standards, the know-how and skills of the Turkmen Public Administration by building up the capacity of the institutions responsible for the training and professional development of civil servants.
