6th ROUND OF SERIES OF THE MPA WORKSHOPS ON DEVELOPMENT OF A MASTER’S PROGRAMME IN PUBLIC ADMINISTRATION

Ashgabat, 11 July 2019 – The EU funded project “Support for Public Administration Capacity Building in Turkmenistan” organised next round of series of the MPA workshops on the topic “Analysis of State Policy, including Impact Assessment of Governmental Programmes” in the Gala cultural centre. The workshop was conducted with participation of the International Experts, Executive Director of the Institute of Public Administration of Bulgaria, Mr. Pavel Ivanov, Project Director, Ms. Ivelina Dilovska and Project Team Leader, Mr. Folkert Milch.

The workshop was aimed at enhancing the institutional and training capacities of the Academy of Civil Service under the President of Turkmenistan and other stakeholders through development of modern training programs in public administration.

Representatives of the Ministry of Finance and Economy of Turkmenistan, Ministry of Education of Turkmenistan, Ministry of Labour and Social Protection of Population of Turkmenistan, Academy of Civil Service under the President of Turkmenistan, The Turkmen State University named after Magtymguly, Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, International University for Humanities and Development took active part in the workshop.

Ms. Ivelina Dilovska expressed her gratitude to the working group members for the progress made in drafting the modules for the MPA program. She mentioned that in this regard thanks to joint efforts of international experts and representatives of the project stakeholders there was done a very good work and she expressed hope for future cooperation. 

At the workshop the Project Senior Expert, Mr. Pavel Ivanov presented general concept of Analysis of State Policy and Impact Assessment of governmental programmes and legislation for development of the respective module for the MPA program.  Important topics such as “Multi-level Governance and good Governance”, “General framework of strategic planning and policy development”, “Key steps in the development of policies and impact assessment” etc were discussed in the workshop. 

Mr. Ivanov clearly defined process of analyses of state policy  and  impact assesment in EU countries as well as told about his experience in Bulgaria. The topic rised great interest among participants. In connection with that the Project Coordinator Mr.  Babahan Berdiyev said : «Impact assesment is a very important topic. It was a good decision to have this discipline in our module».

The workshop serves as a good basis for bringing out useful and comprehensive ideas for development of the module on Analysis of State Policy and Impact Assessment of governmental programmes and legislation for the future Master’s Degree Program in Public Administration in Turkmenistan.
